Do push notifications on apps work, or are they just annoying?

Let’s say you went to a restaurant and they made you download an app to order your food. Then say 6 months later you get an automated message from the restaurant inviting you back, even though you (as the user) haven’t asked them to message you. 

This type of notification is less effective and probably won’t drive people back into the app.
